There was no central court which meant that the congress had the power to declare war and there was no one to regulate the commerce. Congress also had the power to sign into treaties with foreign nations. The congress could not control taxes but they could print and coin money and establish a postal service. This made for a weak central government which was not really a government at all. There was also no power of veto and money was only available by people who donated it it also had little control over the lands. The construction of the constitution helped make these things better and a stronger government by regulating the commerce and construct a country for the people to have rights, what the laws of the land would be and how everything would be ran and controlled so everyone would have an equal chance. No one was better or could take away from other people . If they did not meet in secret , they probably would have ran into some trouble and obstruction and the constitution would not be what it is today
